Authorizes the State Public Health Officer to monitor reports from reliable public sources (such as the CDC) of communicable disease outbreaks in other states caused by contact with dogs or cats.

Empowers the State Public Health Officer to issue orders prohibiting importation of dogs or cats that could pose a risk of transmitting dangerous communicable diseases, with orders tailored to specific affected animals and expiration dates or conditions specified.

Imposes a civil penalty of $500 for each prohibited dog or cat imported in violation of an order issued under this chapter.

Specifies that violations are civil matters and do not constitute criminal offenses.
