Chancellor of the California Community Colleges shall establish an initiative by March 31, 2019 to expand course credit at community colleges for students with prior learning.

Initiative shall identify best practices for prior learning credit, collect available resources, and provide professional development to community colleges.

Initiative shall recommend potential pilot programs and provide recommendations for systemwide policy changes to expand prior learning credit.

Chancellor must submit a report to the Legislature by January 1, 2020 detailing initiative activities and recommendations for legislative policy changes.

Reporting requirement becomes inoperative on January 1, 2024.
