Authorizes affordable housing authorities to finance water, sewer, or other public infrastructure necessary to support the development of affordable housing.

Adds this new financing authority to the existing powers granted to cities, counties, or city and counties that have adopted resolutions creating affordable housing authorities.

Amends Section 62254 of the Government Code to include the infrastructure financing provision as a new subsection (j).
