Eliminates exemption for rent-controlled dwellings, requiring lessors to approve written requests from lessees to install electric vehicle charging stations at assigned parking spaces effective January 1, 2019

Exempts dwellings where EV charging stations already exist at 10% or greater ratio of parking spaces, no parking is provided, fewer than five parking spaces exist, or jurisdiction adopted an EV charging ordinance by January 1, 2018

Requires lessee's written request to include financial analysis, scope of work, compliance with permitting requirements, and agreement to pay all installation costs, electrical usage, maintenance, and repair expenses

Lessor may charge monthly rental amount if charging station provides lessee with reserved parking space and is not obligated to provide additional parking spaces

Lessee must maintain $1,000,000 general liability insurance policy naming lessor as additional insured from approval date through end of tenancy
