Changes the definition of "dispensing optician" in Section 655 of the Business and Professions Code to include any individual, corporation, or firm engaged in filling prescriptions for lenses and related products, regardless of whether they are registered with the State Board of Optometry.

Prohibits optometrists from having membership, proprietary interest, coownership, or profit-sharing arrangements with dispensing opticians or optical companies, except as specifically permitted under the law.

Authorizes the State Board of Optometry to issue citations and administrative fines up to $50,000 per investigation for violations, with procedures for hearings and informal conferences.

Requires administrative fines collected to be deposited in the Dispensing Opticians Fund for enforcement purposes.

Clarifies that dispensing opticians must still register with the State Board of Optometry under Chapter 5.5 to engage in business in California.
