Appropriates $890,522,911 from the General Fund as an augmentation to the Budget Act of 2017 for contingencies and emergencies in the 2017-18 fiscal year.

Allocates $830,532,000 to medical care and services benefits, the largest portion of the appropriation.

Directs remaining funds to specific schedules including $13,277,000 for adult medical services, $19,437,000 for adult mental health services, and $26,020,000 for adult corrections and rehabilitation operations at contracted facilities.

Requires unencumbered balances to revert to the General Fund as of June 30, 2018, except for Item 4260-101-0001 funds which revert by December 31, 2018.

Takes effect immediately as a Budget Bill under the California Constitution.
