AB 1810 Summary

• Increases the maximum annual loan transfers from the General Fund to the Medical Providers Interim Payment Fund from $1 billion to $2 billion and requires the Department of Finance to notify the Legislature within 10 days of authorizing any transfer.

• Establishes the Council on Health Care Delivery Systems to develop a plan by October 1, 2021, with options for achieving a unified healthcare financing system for all Californians, including considerations for covered benefits, eligibility, provider payments, and cost control measures.

• Creates the California Perinatal Equity Initiative to expand interventions for reducing Black infant mortality and improving birth outcomes, allocating funds to up to 15 county health departments to develop Community Centers of Excellence in perinatal health.

• Authorizes pretrial diversion programs for defendants with mental disorders (Chapter 2.8A of Penal Code), allowing courts to divert individuals with qualifying mental health conditions for up to 2 years of treatment as an alternative to prosecution.

• Establishes the Health Care Cost Transparency Database to collect and analyze healthcare cost data from insurers, health plans, and providers, with the Office of Statewide Health Planning and Development to convene a review committee and submit a report by July 1, 2020.
