AB 1811 Summary

• Increases CalWORKs maximum aid payments by 10% effective April 1, 2019, with intent to reach 50% of federal poverty level by 2021

• Expands CalFresh eligibility to SSI/SSP recipients as of June 1, 2019, and creates supplemental and transitional nutrition benefit programs for affected households

• Establishes CalWORKs Home Visiting Initiative providing voluntary evidence-based home visiting services to pregnant women and parents in poverty for up to 24 months

• Requires group homes and residential facilities to develop protocols limiting law enforcement contact to last resort only, and allocates funding for trauma-informed training and community-based services through July 1, 2023

• Increases ombudsman program base allocation to $100,000 annually, establishes Home Safe Program for elder abuse victims needing housing assistance, and expands child welfare funding to Indian tribes for startup costs
