Authorizes Department of General Services to enter into lease-purchase agreement for new California Highway Patrol area office in Tracy, San Joaquin County, designed to seismic safety standards and subject to Department of Finance approval.

Expands Construction Manager/General Contractor project delivery method to include Golden Gate Bridge construction, alteration, repair, rehabilitation, or improvement projects, and adds Golden Gate Bridge, Highway and Transportation District as a regional transportation agency.

Limits Department of Transportation charges to self-help counties with sales tax measures for transportation to maximum 10% for administration indirect cost recovery through July 1, 2021, and requires reporting on engineering work performed.

Allows cities and counties to reimburse other funds used for Road Maintenance and Rehabilitation Program projects over one or more years, rather than in a single year.

Imposes additional $1 transaction fee on private industry partners for vehicle registration and titling services to fund departmentwide system improvements, discontinuing when sufficient funds are received or by December 31, 2023, whichever is first.

Adjusts validity periods for clean air vehicle identifiers for HOV lane use based on issuance dates between January 1, 2017 and January 1, 2019.

Appropriates $8,000,000 from General Fund to Los Angeles County Metropolitan Transportation Agency for River to Rails Project.
