Establishes the Proposition 56 Medi-Cal Physicians and Dentists Loan Repayment Act Program, effective until January 1, 2026, to provide loan assistance payments to recent graduate physicians and dentists serving Medi-Cal beneficiaries, funded from the Healthcare Treatment Fund.

Requires the State Department of Health Care Services to develop eligibility criteria for the loan repayment program, including minimum years as a Medi-Cal enrolled provider, and maintain separate payment pools for physicians and dentists.

Increases allowable administrative costs for the Hospital Quality Assurance Revenue Fund from $250,000 to $500,000 per fiscal quarter when implementing federal Medicaid pass-through payment requirements.

Authorizes a dental integration pilot program in San Mateo County, beginning no sooner than July 1, 2019, under which the Health Plan of San Mateo assumes responsibility for covered Medi-Cal dental services instead of the fee-for-service system, with program duration not to exceed six years.

Requires an external evaluation of the San Mateo dental pilot program to be completed by December 31 of the sixth fiscal year of operation, funded by the Health Plan of San Mateo, assessing utilization, access, provider networks, and medical cost impacts.
