Establishes the Homeless Emergency Aid Program providing $500,000,000 in one-time block grants to localities, with allocations based on point-in-time homeless counts and population-based formulas, requiring awards by January 31, 2019, and full obligation of funds by June 30, 2021.

Creates the California Emergency Solutions and Housing Program allocating funds from the Building Homes and Jobs Trust Fund for rental assistance, permanent supportive housing, emergency shelters, and homeless services through Continuum of Care administrative entities with 5-year contracts.

Allocates $5,000,000 to Bridges at Kraemer Place emergency shelter in Orange County and $5,000,000 to Merced County for homeless navigation center development, with remaining funds split equally between emergency solutions housing and Housing for a Healthy California programs.
