Applies Government Code Section 3557 to provider orientations in Los Angeles, Merced, and Orange Counties, requiring meet and confer procedures regarding recognized employee organization access to IHSS provider orientations.

Allows a request to meet and confer to reopen existing memoranda of understanding or collective bargaining agreements solely for negotiating recognized employee organization access to provider orientations, with option for parties to negotiate a side letter instead.

Requires any agreement between a recognized employee organization and a public authority or nonprofit consortium regarding provider orientation access to be binding on the county where the orientation takes place.

Makes these provisions inoperative on July 1, 2021, and repeals them effective January 1, 2022, with a new section operative on July 1, 2021 that maintains basic provider orientation requirements.

Appropriates $10,000 from the General Fund to the State Department of Social Services for implementation and establishes procedures for state mandate reimbursement to local agencies if costs are determined by the Commission on State Mandates.
