Secretary of State shall use Budget Act of 2018 funds to award reimbursement contracts to counties for voting system replacement on a dollar-for-dollar matching basis, allocating funds based on county size, registered voters, and equipment needs.

Reimbursable voting system activities include purchase or lease of certified voting systems, electronic poll books, ballot on demand systems, vote by mail drop boxes, remote accessible voting systems, telecommunications equipment, and ballot processing equipment; also includes research and development of new voting systems.

California Victim Compensation Board shall consider emotional harm or pecuniary loss incurred by victims related to identification of the "East Area Rapist/Golden State Killer" when determining extensions for filing compensation claims, effective through December 31, 2019.

Department of Veterans Affairs master plan for veterans' homes system shall be completed by December 31, 2019 (instead of July 1, 2019) and revised every five years thereafter, with required consideration of facility locations near VA facilities, community-based care models, facility closures, and employee cost of living factors.

Vehicle Code Section 40610 is amended to add violations of muffler and exhaust system noise requirements as disqualifying conditions that prevent issuance of a notice to correct violation.
