Establishes a new mandatory certification process for California's Proposition 98 minimum funding obligation to school districts and community college districts, with the Director of Finance certifying the obligation by August 15 each year based on final enrollment, revenue, and allocation data.

Creates the Proposition 98 Cost Allocation Schedule to account for excess appropriations and allows credits to satisfy prior-year funding obligations, with any remaining balance automatically appropriated from the General Fund without regard to fiscal years.

Implements a continuous appropriation from the General Fund to the State School Fund for the local control funding formula, basic aid school districts, and other specified education programs upon certification by the Superintendent of Public Instruction.

Expands Proposition 98 funding eligibility to include state funding for full-day California state preschool programs provided by school districts, in addition to existing part-day preschool and after-school safety programs.

Appropriates $100 million in the 2018-19 fiscal year to school districts and community college districts to reduce the outstanding 2009-10 fiscal year minimum funding obligation, distributed based on enrollment and allocated toward state-mandated cost reimbursements.
