Expands authority for Joint Rules Committee to pursue construction of a state capitol building annex or restoration of the existing annex to include ancillary improvements, visitor center, relocated underground parking, and related infrastructure work, with projects pursued in phases.

Authorizes Department of General Services to construct a new state office building on O Street between 10th and 11th Streets in Sacramento to house Legislature and executive branch during capitol annex construction, subject to a height limitation and joint oversight with the Joint Rules Committee.

Authorizes State Public Works Board to issue up to $755,591,000 in lease-revenue bonds for capitol annex projects and up to $422,587,000 for the state office building, with funds continuously appropriated for these acquisitions, design, and construction.

Appropriates up to $20,000,000 from the State Project Infrastructure Fund to modify portions of the west wing of the State Capitol, with restriction that other funds cannot alter historically restored areas without express legislative appropriation.

Extends judicial review procedures under the California Environmental Quality Act to apply to the new state office building project and related work, requiring resolution of legal challenges within 270 days, with limited grounds for court injunctions.
