Confirms and ratifies that the Director of Finance's allocations from the National Mortgage Special Deposit Fund in fiscal years 2011–12, 2012–13, and 2013–14 to offset General Fund expenditures were consistent with legislative direction and intent.

Declares that legislative approval of these allocations occurred because they were displayed in the Governor's proposed budgets for 2012–13 and 2013–14 and left unchanged in the adopted budget acts for those years.

Amends Government Code Section 12531 to add subdivision (h) making the above confirmations and ratifications declaratory of existing law, and abrogating the holding in National Asian American Coalition v. Brown (2018).

Appropriates $25,000 from the General Fund to the Department of Finance for legal fees and costs.

Takes effect immediately as a bill providing for appropriations related to the Budget Bill.
