Approves memoranda of understanding between the state employer and State Bargaining Units 9 (Professional Engineers) and 10 (Professional Scientific) dated August 21-22, 2018, contingent on legislative appropriation of funds.

Adjusts employee pension contribution rates for SBU 9 members effective July 1, 2019, to 50% of normal cost rate (capped at 0.5% increase), reverting July 1, 2020; provides similar adjustments for SBU 10 members with different reversion date of July 1, 2021.

Modifies retiree health care prefunding contributions for SBU 10 employees effective July 1, 2020, to maintain 50% cost-sharing of actuarially determined normal costs with annual adjustments capped at 1%, and sets contribution at 2.8% of pensionable compensation effective July 1, 2021.

Restricts employer dental care contributions for state employees hired on or after January 1, 2019, represented by SBU 9 or 10 to those with 15+ years of service at retirement, with graduated employer contribution percentages ranging from 50% to 100% based on years of service.

Appropriates $132,786,000 for SBU 9 and 10 compensation in fiscal year 2018-19 ($6.2 million General Fund, $84.8 million special funds, $41.8 million nongovernmental cost funds) and provides continuous appropriation if Budget Act not enacted by July 1, 2019 (or 2020 for SBU 10).
