Provides liability protection and complete defense to public employers, controllers, employee organizations, and their agents for requiring or deducting agency or fair share fees from public employees paid prior to June 27, 2018, and denies standing to employees to pursue claims for refunds of those fees.

Applies the liability protection to all pending claims and actions, clarifying that employees who paid these fees under state law prior to the Supreme Court's Janus decision had no legitimate expectation of recovery.

Requires state agencies to include evaluation of reasonable accommodation policies and practices in annual reports to the Governor and Legislature on employment programs for individuals with disabilities, and requires the Department of General Services to post biennial reports on reasonable accommodation purchases starting January 1, 2019.

Modifies Kern County Hospital Authority employee retirement plan participation rules to allow employees hired after the operative date to become members of the Kern County Employees' Retirement Association, subject to the sole discretion of the retirement board to maintain tax-qualified or governmental plan status.

Appropriates $1,371,000 from federal Department of Labor grant funds to the Department of Industrial Relations in fiscal year 2018-19 for expanding or supporting apprenticeship programs and activities.
