Increases the maximum authorized costs for Department of Corrections and Rehabilitation design, construction, and renovation projects under the Health Care Facility Improvement Program from $1,046,579,000 to $1,089,579,000.

Makes an additional $43,000,000 available for allocation to any project established by the board in the Health Care Facility Improvement Program.

Requires each allocation of the additional $43,000,000 to be approved by the State Public Works Board, with the Department of Finance reporting project details to the Joint Legislative Budget Committee and respective fiscal committees at least 20 days before approval.

Continuously appropriates funds derived from interim financing, revenue bonds, negotiable notes, or negotiable bond anticipation notes to the board on behalf of the Department of Corrections and Rehabilitation for specified purposes.

Takes effect immediately as a budget-related appropriation bill.
