Requires the Legislative Counsel to establish a unit within the Legislative Counsel Bureau to provide advice and investigation services related to workplace misconduct in the Legislature.

Authorizes the unit to accept and investigate reports and complaints of workplace misconduct as authorized by the Legislature.

Requires the Legislative Counsel to employ a director, one or more investigators, and additional staff, and grants career executive assignments to fill these positions notwithstanding other civil service laws.

Requires the Legislative Counsel to retain a rotating panel of contract experts to review investigations and make recommendations to the Legislature regarding workplace misconduct matters.

Appropriates $1,506,000 to the Legislative Counsel Bureau for implementation costs, effective immediately.
