AB 1840 Summary

• Revises child care reimbursement adjustment factors effective through December 31, 2018, with new factors taking effect January 1, 2019, increasing payments for infants, toddlers, and children with exceptional needs.

• Authorizes Inglewood, Oakland, South Monterey County Joint Union High School, and Vallejo City unified school districts with outstanding emergency apportionment loans to sell or lease surplus property and use proceeds for debt service or facility improvements.

• Provides Oakland and Inglewood unified school districts with conditional state funding to address fiscal solvency, contingent on completion of specific fiscal improvement activities through fiscal year 2021-22.

• Extends Local Solutions Grant Program funding availability for liquidation through June 30, 2028 (previously 2026) and requires final implementation reports within 5 years (previously 3 years); delays program repeal to January 1, 2029.

• Requires school districts and charter schools to include specified pupil performance and fiscal accountability information in local control and accountability plans by January 31, 2020; moves child safety alert system compliance deadline to March 1, 2019 with possible 6-month extension for qualifying entities.
