Extends the deadline for establishing the Lower Los Angeles River Recreation and Park District from January 1, 2019 to January 1, 2021 for petition or resolution submission to the Los Angeles County Local Agency Formation Commission.

Expands market development payments under the California Beverage Container Recycling and Litter Reduction Act to include reclaimers and product manufacturers that use third-party processing services, with the $5,000,000 authorized for January 1 to June 30, 2018 activities limited to those activities occurring under prior law.

Designates the North City Project, phase one of the Pure Water San Diego Program (with environmental impact report certified April 10, 2018) as an "existing facility" for purposes of potable reuse water bonus incentives, allowing up to 15% of urban water use objective adjustments.

Modifies delta levee maintenance program requirements by changing the advance payment threshold from a fixed $1,000 per mile to costs consistent with the Department of Water Resources' reimbursement criteria (more than $2,500 per mile for urban levees or more than $1,000 per mile for rural levees).

Contains legislative findings declaring special statutes necessary for the Lower Los Angeles River Recreation and Park District and the North City Project due to unique local circumstances.
