Amends Welfare and Institutions Code sections relating to child welfare services, including kinship guardianship assistance (Kin-GAP), adoption assistance, and foster care payments for children and nonminor dependents.

Makes technical and nonsubstantive changes to provisions governing child placements with resource families, relatives, group homes, and supervised independent living arrangements, and adjusts payment structures based on different effective dates.

Modifies emergency caregiver payment provisions to provide resource family basic level rates for children placed in homes pending resource family approval, with payments beginning July 1, 2018.

Appropriates $10,000 from the Federal Trust Fund to the State Department of Social Services for administrative activities related to Indian child welfare agreements.

Takes effect immediately as a budget-related bill.
