Authorizes the Department of Housing and Community Development to charge monitoring fees for loans issued under the Housing for a Healthy California Program and requires loan repayments to be deposited into the Housing Rehabilitation Loan Fund for use in the Multifamily Housing Program

Requires employers to pay affected employees at the prevailing wage rate for up to 10 days of lost work time when a stop order is issued against an unregistered contractor or subcontractor on public works projects

Exempts contracts related to the 2020 United States Census entered into by the Government Operations Agency or Office of Planning and Research from state public contracting requirements

Extends the repayment deadline for local mass transit providers who received loans from the Public Transportation Account (due to federal certification issues) from January 1, 2019 to January 1, 2021

Expands notification requirements to the Department of Industrial Relations for public works contracts awarded without formal bidding, such as emergency contracts, and establishes due process procedures for citation appeals
