Clarifies that the California State Auditor is prohibited from disclosing records that are restricted from public release by constitutional provisions, statutes, rules, or Commission on Judicial Performance rules, and declares this is declaratory of existing law.

Reduces the number of additional judges to be appointed on or after June 1, 2009, from 50 to 48 by allocating 2 judgeships to Riverside County pursuant to the Budget Act of 2018.

Eliminates CAL-FIRE's authority to grant provisional Emergency Medical Responder (EMR) certifications for up to 4 years and requires the Emergency Medical Services Authority to obtain Commission on Emergency Medical Services approval before adopting regulations for the EMR certification process.

Reappropriates $5,247,484 from the Peace Officers' Training Fund originally appropriated in the Budget Act of 2015, extending the period for cities and counties to encumber or expend these funds until June 30, 2019.

Takes effect immediately as a bill providing for appropriations related to the Budget Bill.
