Applies retroactively to January 1, 2018, and requires county elections officials to examine or reexamine petition signatures submitted before the bill's effective date.

Appropriates $1,000,000 from the Federal Trust Fund to the Secretary of State for securing and improving county election systems, with adjustments possible upon request by June 30, 2019.
