Authorizes the commission to adopt regulations based on working group recommendations for nonresidential occupancies through standard rulemaking procedures.

Requires the working group to advise state agencies on whether standards should apply to specific seismic design categories or statewide, and to prepare compliance cost estimates for regulatory analysis.
