Requires University of California, California State University, California Community Colleges, and independent institutions of higher education to provide the Financial Aid Shopping Sheet (developed by U.S. Department of Education) to admitted students by January 1, 2020, and permanently thereafter.

Mandates private postsecondary educational institutions participating in federal student financial aid programs or veterans' aid programs to provide the Financial Aid Shopping Sheet to students prior to enrollment by January 1, 2020.

Requires the Student Aid Commission to develop an alternative form in consultation with the Bureau for Private Postsecondary Education if the federal Financial Aid Shopping Sheet is no longer available.

Declares that the Financial Aid Shopping Sheet requirement applies to University of California irrespective of Regents action and establishes this as a state-mandated local program for community college districts.

Specifies that if the Commission on State Mandates determines the bill creates state-mandated costs, reimbursement shall be made pursuant to Government Code Part 7 (commencing with Section 17500).
