Authorizes the City and County of San Francisco to approve entities to operate overdose prevention programs for adults 18 years and older until January 1, 2022.

Requires approved programs to provide supervised hygienic spaces where people can consume pre-obtained drugs, staffed by trained health care professionals including physicians, nurses, and substance use disorder providers.

Mandates programs provide sterile supplies, overdose monitoring and treatment, first aid, referrals to substance use disorder and mental health treatment, and education on HIV/hepatitis and naloxone access.

Requires approved programs to submit annual reports detailing participant numbers, overdose reversals, needle distribution, and referrals to treatment services.

Exempts persons and entities at approved program sites from criminal prosecution under existing drug possession, paraphernalia, and use statutes, and protects them from property forfeiture.
