Requires charter schools to provide each low-income pupil with one nutritionally adequate free or reduced-price meal during each schoolday, beginning with the 2019-20 school year.

Exempts charter schools offering nonclassroom-based instruction from meal requirements except on schooldays when eligible pupils attend educational activities lasting two or more hours at a charter school facility.

Charter schools becoming operational on or after July 1, 2019, must implement meal requirements no later than July 1 of the following school year and must provide written notice to parents disclosing the period without meal service.

Chartering authorities must provide technical assistance to charter schools upon request to implement these meal requirements within existing resources.

Allows charter schools to partner with existing school food authorities to meet meal requirements, and provides for state reimbursement if the Commission on State Mandates determines the bill imposes state-mandated costs.
