Amends Penal Code Section 32000 to add harbor or port districts to the list of entities exempt from the prohibition on unsafe handgun sales.

Allows harbor or port districts, harbor police departments, and harbor police officers to purchase unsafe handguns for official use, subject to the same training requirements as other exempt agencies.

Requires peace officers obtaining unsafe handguns under exemptions to secure them in vehicle trunks or locked containers when leaving vehicles unattended, with violations punishable as infractions up to $1,000.

Exempts peace officers acting in official duties requiring immediate aid or action from vehicle storage requirements.
