Eliminates the $5 fee (up to $15 by regulation) for the "VETERAN" designation on driver's licenses and identification cards, making it free for all verified veterans starting July 1, 2019.

Requires the Department of Motor Vehicles to print "VETERAN" on licenses and ID cards for applicants who have verified veteran status through a county veterans service office verification form, without additional charge.

Makes the fee provisions in Vehicle Code Section 14901.1 inoperative on July 1, 2019, and repeals them entirely on January 1, 2020.

Incorporates conforming changes to organ donation registry language on driver's license applications to clarify procedures for maintaining donor designation.

Coordinates with Senate Bill 987 to ensure consistent amendments to Section 12811 of the Vehicle Code if both bills are enacted.
