Requires the Public Utilities Commission to provide a written report to the Assembly Committee on Utilities and Energy, Senate Committee on Energy, Utilities and Communications, and affected gas corporations when determining a moratorium on new natural gas service connections is necessary to prevent substantial and imminent harm or ensure gas system reliability.

Commission report must include factual findings such as the number of pending service connection applications, estimated gas load deferred, system constraints, alternative actions considered, and the exemption request process.

Mandates gas corporations immediately notify potential or current customers of any known service impacts when receiving notification from the commission that a moratorium on new gas service connections is pending.

Requires the commission to present the status of natural gas service connections and efforts to provide natural gas supply to both legislative committees at yearly informational hearings pursuant to Section 321.6.

Takes effect immediately as an urgency statute upon approval by the Governor on September 18, 2018.
