State Air Resources Board must update enhanced fleet modernization program guidelines by July 1, 2019 to apply the same miles per gallon standard for light-duty pickup trucks as applies to minivans.

Low-income vehicle owners retiring high-polluting vehicles receive minimum compensation of $1,500, while other owners receive maximum of $1,000.

Replacement vehicles or mobility options (public transit or car sharing vouchers) may be offered to all participants, with low-income owners receiving minimum $2,500 in compensation for replacement or mobility options.

Compensation amounts for low-income owners may be increased based on vehicle age, emissions benefits, replacement vehicle emissions impact, participation rates, and location in areas with poorest air quality.

Bill incorporates amendments proposed by AB 630 and becomes operative only if both bills are enacted before January 1, 2018 and AB 188 is enacted after AB 630.
