Expands Penal Code Section 288.3 to make it a crime to contact or communicate with a minor with intent to commit human trafficking of that minor, in addition to existing offenses like kidnapping and rape.

Applies to anyone who knows or reasonably should know the person is a minor, whether contact is direct, indirect, personal, or through print, mail, electronic, telecommunications, or computer systems.

Imposes state prison sentences equal to the term prescribed for attempt to commit the intended offense.

Increases penalty to an additional consecutive five-year state prison term for persons previously convicted of violating this section.

Exempts the state from reimbursing local agencies and school districts for costs because the bill creates a new crime under state law.
