Excludes basic allowance for housing (BAH) from income calculations when determining eligibility for child care and development services for active military families on state or federal active duty, active duty for special work, or Active Guard and Reserve duty.

Requires the Department of Education to contract with alternative payment programs (instead of local contracting agencies) to provide child care services throughout the state.

Removes the provision allowing licensed child care providers to alter rate levels for subsidized children once per year and eliminates requirements to provide updated rate sheets reflecting altered rates.

Eliminates requirements for alternative payment programs to verify provider rates no less than once per year and removes the requirement for the department to develop regulations addressing discrepancies in provider rate levels.

Removes a provision that would have created the Military Families Food Assistance Program under the Welfare and Institutions Code (this section was struck during amendments).
