Allows pupils under age 18 attending California public secondary schools to serve on boards or commissions established under Education Code sections relating to elementary and secondary education that include pupil or minor members, notwithstanding the 18-year age requirement in Government Code Section 1020.

Authorizes students at California Community Colleges, California State University, University of California, and independent institutions of higher education who qualify for nonresident tuition exemption under Section 68130.5 to serve on boards or commissions established under higher education provisions of the Education Code that include student members.

Expands existing law allowing any student, including those without lawful immigration status, to serve in student government positions at California State University and California Community Colleges to now include service on boards and commissions at all segments of higher education.

Takes effect immediately as an urgency statute to allow currently ineligible students and undocumented students to proceed with board appointment processes without delay.
