Authorize the Santa Clara Valley Water District to require taxpayers seeking exemptions from special taxes to verify age with government-issued identification, disability status with government-issued identification and documentation, and household income with a signed certification.

Require any director appointed or elected to fill a vacancy to represent the electoral district in which the vacancy occurred and be a qualified elector residing in that district.

Increase the compensation limit for Santa Clara Valley Water District directors from 10 days to 15 days per calendar month until December 31, 2023.

Require the board of directors to annually adopt a written policy explaining why more than 10 meetings per month are necessary for effective district operation if the district compensates directors for more than 10 meetings in a calendar month.
