Adds craft distillers to the definition of "authorized licensees" allowed to conduct instructional tasting events at off-sale retail premises under Section 25503.56 of the Business and Professions Code.

Adds craft distillers to the definition of "authorized licensees" permitted to instruct consumers and conduct tastings at on-sale retail licensed premises under Section 25503.57 of the Business and Professions Code.

Expands advertising permissions for instructional tasting events to allow inclusion of retailer contact information (phone, email, website), photos, and illustrations if presented inconspicuously and without laudatory references; permits reposting of retailer social media posts.

Includes conditional operative provisions coordinating amendments with Assembly Bill 2452, with Section 1.1 and Section 2.1 only becoming effective if both bills are enacted and AB 1891 is enacted after AB 2452.
