Department must issue guidance to counties in CalFresh Employment and Training program with instructions for providing support services or client reimbursements, including instructions for reimbursing a proportion of Internet or telephone service costs.

Expands the definition of "participant who faces multiple barriers to employment" to include individuals who are members of at least two specified employment barrier groups, homeless individuals, or out-of-school youth.

Department may contract directly with entities such as employment social enterprises, nonprofits, or educational institutions to provide CalFresh E&T services to participants facing multiple barriers to employment and offering evidence-based skills development.

Counties may contract with employment social enterprises or designated intermediaries to provide CalFresh E&T services, with department to issue guidance by June 1, 2018 on special considerations for such partnerships.

If Commission on State Mandates determines the bill imposes state-mandated costs on local agencies, reimbursement shall be made pursuant to Part 7 of Division 4 of Title 2 of the Government Code.
