Requires postsecondary educational institutions in counties participating in the Restaurant Meals Program (RMP) to apply to become approved food vendors if they operate qualifying food facilities on campus.

Authorizes the State Department of Social Services to enter into a statewide memorandum of understanding with the California State University Chancellor to help prevent hunger among college students who are homeless, elderly, or disabled.

Allows qualifying food facilities on California State University campuses to participate in CalFresh RMP even if located in counties that do not participate in the program.

Defines "qualifying food facility" as an institution-administered facility that sells prepared food for onsite consumption, and includes on-campus food facilities in the definition of "restaurant" for RMP purposes.

Requires the State Department of Social Services to implement the act through all-county letters until regulations are adopted on or before October 1, 2020.
