Extends California Environmental Quality Act (CEQA) exemption for roadway repair and maintenance projects by cities and counties with populations under 100,000 until January 1, 2023 (previously set to expire January 1, 2020).

Clarifies that the exemption applies only when projects involve negligible or no expansion of existing "vehicular use" beyond that existing at the time of the lead agency's determination.

Maintains existing conditions for the exemption, including requirements that projects not cross waterways, impact protected species or habitats, affect scenic resources, or involve state roadways.

Requires lead agencies to include mitigation measures for vehicular traffic, safety, and bicycle and pedestrian safety impacts before approving projects under the exemption.

Requires lead agencies to hold a noticed public hearing on the project and file notice with the Office of Planning and Research and county clerk when determining a project qualifies for the exemption.
