Prohibits cities, counties, city and counties, and the state from dispensing gift cards from firearms dealers or ammunition vendors in exchange for firearms during voluntary buyback programs.

Defines "voluntary firearms buyback program" as a program where authorized government representatives buy or receive firearms from the public to reduce firearms in the community, consistent with existing law.

Prevents renewal or modification of existing contracts in a way that would violate the gift card restriction.

Applies to gift cards issued by sellers holding either a firearms dealer's license or an ammunition vendor license under California Penal Code.
