Requires each county to establish a private, secure online database for cross-reporting substantiated reports of child abuse and neglect by January 1, 2029.

Database must enable real-time, web-based information sharing among county welfare departments, district attorney offices, and local law enforcement agencies to ensure timely receipt and investigation of abuse reports.

Counties must develop policies for entering, reviewing, and purging database information, with unsubstantiated reports required to be removed from the system.

Requires counties to establish a process allowing individuals to petition for removal from the database if their report is found to be unsubstantiated.

Counties with existing online reporting systems meeting these requirements are deemed compliant; does not relieve agencies of duty to submit substantiated abuse reports to the Department of Justice's Child Abuse Central Index.
