Repeals Section 9998 of the Business and Professions Code, which previously limited foreign labor contractor regulations to nonagricultural workers only.

Expands the Labor Commissioner's foreign labor contractor registration and supervision program to include agricultural workers, farm labor contractors, and persons exempt from farm labor contractor licensing.

Changes the application of existing criminal penalties for foreign labor contractor violations to apply to agricultural workers and farm labor contractors who were previously exempted.

Declares that no state reimbursement to local agencies is required because the bill only modifies penalties for existing crimes under Section 17556 of the Government Code.
