Authorizes excavators beginning July 1, 2020 to use power-operated or boring equipment prior to determining the exact location of subsurface installations, as determined by the California Underground Facilities Safe Excavation Board.

Requires the California Underground Facilities Safe Excavation Board to adopt regulations implementing the new equipment authorization on or before July 1, 2020.

Maintains existing requirement that excavators use hand tools to determine exact subsurface installation locations within the tolerance zone, except as permitted by the new provision.

Preserves existing exceptions allowing vacuum excavation devices with operator agreement and power equipment for pavement removal when no known subsurface installations are present.
