Establishes the Office of Sustainable Outdoor Recreation within the Natural Resources Agency to support California's outdoor recreation economy, which contributes $92 billion annually and supports 691,000 jobs.

Requires the office to coordinate with industry stakeholders, develop data on outdoor recreation impacts, recruit outdoor recreation businesses, and recommend policies to enhance access to recreational amenities.

Designates the office as a central point of contact for the outdoor recreation industry and requires coordination of outdoor recreation policies across state and local agencies.

Creates an advisory committee with representatives from outdoor recreation businesses, nonprofits, tourism organizations, government agencies, the Department of Parks and Recreation, Department of Education, California Health and Human Services Agency, and Visit California.

Establishes the California Sustainable Outdoor Recreation Account within the Office of the Secretary of Natural Resources to receive public and private funds, with a requirement that at least 50% of the first fiscal year's administrative costs be deposited before the office begins program development activities.
