Creates a new misdemeanor offense for impersonating officers or members of government agency-managed or affiliated search and rescue units or teams by fraudulently wearing, exhibiting, or using their badges, uniforms, insignia, emblems, devices, labels, certificates, cards, or writings.

Punishable by imprisonment in county jail not to exceed one year, a fine not to exceed $2,000, or both.

Defines "member" as any natural person registered with an accredited disaster council for disaster service without pay (food, lodging, and expense reimbursement do not constitute compensation).

Defines "search and rescue unit or team" as entities engaged in searching for, rescuing, or recovering lost, injured, or killed persons outdoors or as a result of natural or manmade disasters, including aircraft searches.

Exempts the state from reimbursing local agencies and school districts for implementation costs as the offense creates a new crime under state law.
