Commencing July 1, 2019, removes the requirement that a person in the business of renting properties must have a history of renting properties to receive CalWORKs housing assistance payments.

Authorizes CalWORKs housing assistance payments to providers with whom families have executed a valid lease, sublease, or shared housing agreement, expanding housing provider eligibility.

Applies to nonrecurring special needs benefits for permanent housing assistance, including last month's rent, security deposits, rent arrearages, and utility deposit costs.

Requires the State Department of Social Services to implement the provisions through an all-county letter until final regulations are adopted by July 1, 2020, using emergency regulatory procedures.

Designates the bill as a state-mandated local program with reimbursement to counties pursuant to existing statutory provisions if the Commission on State Mandates determines costs are mandated by the state.
