Permits persons between 18 and 20 years of age, inclusive, to work in gambling establishments in job classifications that provide services on and off the gaming floor but are not involved in play of any controlled game.

Prohibits persons 18-20 years old from working as dealers, floor personnel, or in employment classifications exclusively involving work on the gaming floor.

Allows persons under 21 to enter gambling establishment premises only in designated areas: dining areas, restrooms, supervised entertainment rooms, and designated pathways (with required adult accompaniment on gaming floors).

Maintains the prohibition on persons under 21 from playing gambling games, loitering in gaming areas, or presenting false identification.

Designates violations of employment restrictions by licensees or employees, and violations by minors, as misdemeanors.
